Yes, there are people who just like to take videos of trains. They aren't expecting anyone to get hit.
The vast majority of people killed by trains are in cars, not on foot. Some try to beat the train to the crossing and lose. And believe it or not, many of them drive into the side of a train which is already occupying the crossing! A lot of times these are people who live in the area and subconsciously believe they "know" the train schedule, and don't think a train would be coming at that particular time. Turns out that most trains don't run on any "schedule".
There are quite a few crossings where I live and it's not unusual for people to stop right on the tracks while waiting for a traffic light to change. I can't imagine what those people are thinking (or not thinking).
