This started poping up after I turned off some services.... don't really know if it is totally related but it seems like it might be since it started after I changed some of them.... any idea?

I heard that there's a way to set defaults in services, but I don't know how. Just do a search at MS

Cant you turn the services all back on then turn them off one by one. Long process but might find the trouble causer

Yep, this is your MS mouse or Keyboard helper application. Do you have the latest version from MS (if not, I'd suggest downloading it and upgrading)
