That was on a TV show I watched about steroid abuse. The guy was selling steroids and other crap. Eventually he wound up with a serious infection in one of his biceps and a lot of the muscle had to be cut out.
 
I was watching something like that on TLC once. Apparently he used an infected needle and WAY too many anabolic steroids...and his arms got infected. I remember him explaining one of his arms popping - ewww.

Don't know if it was the same guy, but it's the same problem at least.

If that's Greg Valentino (I didn't watch the video or look at the pic), that's not even muscle. It's an oil (not steroids) that bodybuilders inject into their muscles to make them look pumped. This guy went completely overboard with it.
