I have a 2 Fan PS and Case fan righ by it.
Should I have Fan suck the air out let it out by PS fan and Case Fan
or Blow in with Case Fan reverse to Blow inside so it will go over Heat sinker ?

This is a question that seems like political discussion: nobody ever solves the problem once and for all.

Some tests show that forcing air down on the heatsink is just slightly more effective than sucking it up (so to speak.) But the differences in load temperatures were never more than 1C or so.

Only my opinion, but I think that effective ducting could close that gap, as well. It depends on how you want to integrate CPU cooling with the rest of your system's fan deployments.

I actually just did a test last week on this very thing. I have had the fan blowing onto the CPU since I set my comp up so I had a good idea of temps. I then turned it around to blow out and ran prime for 6 hrs and measured. The temp on the CPU only increased 2c at load. However the case temp dropped by a whole 7c! That pretty much decided the question for me.
