I should hope so! The stock cooler Intel supplies with quads can do that.

These leviathan coolers are made to cool processors with artificially elevated TDPs. 4.2GHz is high but with only two cores it's nowhere near the load as a 980X at the same frequency. Additionally folks that spend a kilobuck for a processor (amongst other things) are not particularly concerned with cost.
