I bought an alpha pal6035. I have not received it yet, but should i put the thermal compound even though i don't OC?

You definitely should. You don't need arctic silver, just your basic Radio Shack thermal grease will be fine . . . But it never hurts to have thermal grease.

If your HS/fan comes with thermal tape already attached, leave it there and just put it on the CPU. It will work well for you.

I agree with all of the above. you should never put a fan on a CPU "dry". There are air gaps and air makes a great INSULATOR. Just make sure that you use it sparingly. 😉
