Thermal Interface Material Question

Ok i just got my x2 3800+ and am installing. However the instructions say thermal interface material is required. Then they say only use one of the brands they list on the amd site. WTF? Im confused cause i thought thermal interface material was just a fancy way of saying thermal paste. I have arctic silver but i dont know wtf that thing pictured is. Maybe a heatsink i dont know. Anyway are they meaning thermal paste or some other product? They dont actually say thermal paste or thermal compound or anything. Help me please.
 
if you got the proc retail, the heatsink should have a thermal pad underneath a little plastic thing. PLace the proc in the socket, and then reemove the plastic shield from the heatsink. Then place that upon the proc. latch in place and you are golden
