Thermal compound with Orginal Intel cpu fan

My intel cpu fan has a thin sheet of metal or aluminum under it where the cpu goes. If i put thermal compound with it will it make it better or worse, or should i remove it and put thermal compound

Remove the aluminum and clean off the old paste with rubbing alcohol. You can then apply the new thermal compound.
