It is probably from me. I was working in the buildign next door running new plenum cable. I just toss the old crap out the window. Since I was about 80 stories up yesterday, it may have flown for a while before landing on your roof.
 
You say you have no way to get to the roof? I say you climb said cable & investigate this mystery ... report back if you survive.
