It does follow the sacred 5 rules this dumb hash tagged website has layed out. From a color/design standpoint, I really like New Mexico, Indiana, and Arizona's. License plates are a whole 'nother ball game.
 
Flag for my state:

WISCONSIN: It borders the Great Lakes and Canada, represented by the blue. The arrow suggests the state’s motto: “Forward."

If people are getting confused by flags...I don't think a wacky redesign is going to help.

"But wait, several other countries also use red, white, and blue. Are we also affiliated with them? What about Japan? It has red and white on its flag. Are we just sort of friends with them? Are they part of our country? I'm so confused now! What about amber waves of grain? Why doesn't our flag have any amber on it?"

NO! These pieces of cloth must be dyed in this manner, and only with these colors, in certain arrangements, and they are to be folded in just the right way, or bad bad things will happen! It's really seriously important!
And you must use your right hand when showing respect for that piece of cloth. The left hand is just, it's just, wrong!
