Then how do Asian restaurants get away with it?

The only problem I see is that strangling it wasn't humane. Otherwise what's the problem?

probably that it was a family pet? no normal person kills, let alone strangles, a helpless puppy that is a pet. then go onto skin it and stick it in the freezer, tossing the head into the trashcan.

Normal is relative. This is Florida, after all.

vs "helpless" chickens, cows, etc...?

i don't think i've ever cooked ribs. just had some at a bbq last night and i want to make some on the 4th. should i boil them the night before and grill them at the bbq or should I boil them in the morning before? do i wet marinade or a dry rub?

I have cooked korean short ribs before but those were pre marinated.

I wouldn't trust someone who wanted to do something like that, but ultimately it's his dog. If he wants to kill and eat it that's his business IMO.

the problem here is:
1. he strangled it
2. he killed the family pet, not an animal raised for consumption
3. relatives called the police, which tells a story, like this guy went psycho on the puppy for some reason and killed it, once a dog is a companion animal it should stay one
4. improper disposal of carcass

Otherwise I don't see a problem in principle with eating dogs. Morals are relative and it would be hypocritical not to let people eat certain kinds of animals because most people don't like it, while other kinds are legal. The US has some issue with horse meat though so maybe dog meat is banned too?
