If my memory is correct, these machines were incredibly popular in a seedier area of Tokyo - and were incredibly controversal. They were eventuially banned under an obscure law needing city permission to sell certain types of second hand items, originally ment to regular antique stores.

I think the comment was in relation to other ethnicities/nationalities.

I guess it happens a bit with eastern europeans, as well, but it's an EXTREMELY rare fetish for most western nations, and nearly nonexistent in hispanic countries. Dunno how Arab or African nations compare (guessing it's rare there, as well).
