Suggestion:

You should have a way of being able to add a link to the forum topic for the quote if its in a topic and not in someones sig. That way some of the quotes could make more sense.

Another Suggestion:
Just thought of it after reading a quote.
We need the bunny with the pancake for those ones you don't want to rate cuz you have no clue whats it about. Although you would have two ratings. The normal ratings and a pancake rating. I think its funny but thats just me.
Any Yes I would have used the pancake on the quote i saw.


UPDATED suggestion: have a Pass button closer to the quote cuz i've seen a few already the same. Im just too lazy to go all the way upto the random quote button.
