Sounds a lot like spasmodic dysphonia, I have a friend whose mother has it. If you listen to NPR, host Diane Rehm had the same condition for many years before she retired. I noticed it in Kennedy a year or so ago the first time I heard him speak. It seems to have gotten much worse lately,

Democrats should weaponize Federalism...unless Republicans do it first. Either way, the winding down of the US as an Empire was always going to be a thing. It's a shame that instead of having Democrats preserve as much as possible, Republicans are going to destroy as much as possible.

The problem with this approach is that if it's state mandated but not federally mandated the state has to pay the cost for people buying policies for individuals.
