Update: Hmm, didn't find anything, but I distinctly remember discussing this issue(at that time I believe Libya was thought to soon be the next HRC chair) perhaps in the summer.
Anyway, long story short:
The HRC gets passed on from 1 region of the world to another
Within a Region 2 countries need to nominate the next Chair(main reason why Israel never has and likely never will be chair...their region hates them)
Khaddaffy has for the most part changed his ways
Yadda yadda yadda, Libya wins the chair.

I think you may be referring to the time when Syria became a member of the security council.

*shrug* This should not surprise anyone. Once the UNHRC became a club for human rights abusers like Libya & China it was inevitable that one of them would eventually be appointed to head the clique. Now we can expect a long series of similar offenders--Syria, China, S.A., and so forth--to file in and maintain control of the chair indefinitely. Personally, I like the move b/c the HRC wasn't doing anything of value anyway...at least this way the mindblowing absurdity of the UN is made even more visible to the world populace (and Americans in particular).
It's nice to see anti-UN sentiment rising so quickly here in America. With the current economic crisis I think more and more people are realizing that the U.S. can hardly afford to waste billions of dollars propping up this oh-so-irrelevant institution. We should give the UN six months to leave town and then put that money to use where it is most needed--education, low-cost housing, etc.
