The Top of my table is not smooth, what can I do?

My friend's parent gave me a table. The table is not smooth anymore. What can I do to make the table top smooth?

It's like a water damage or something on top that made it all rough. Thanks

For tabletop finishing, I would use an orbital sander (preferably a random one), not a belt sander.
