This is extremely cool, a floating research station with a 15 year mission exploring the seas wherever they take them, relying on the currents for movement. I hope it really gets built and used, it seems to have been in development for a while. And yes, it is stable under high seas, watch the video on the Musee Marine site (click Les Missiones, then keep clicking that spot until you see La Video).

it is to my understanding that there would be more undiscovered oceanic creatures in the deeper areas. according to the conceptural pictures, it doesn't look like "floater" goes that deep. how is that suppose to help with anything?

Deep sea life is not it's mission.

Its mission is to observe and explore ocean life, to study the interactions between ocean and atmosphere and their impact on our climate.

Tsunamis are no hazard for ships actually.

Hurricanes, OTOH are more of hazard for the inhabitants of this facility. Strap in, hold tight and enjoy the flight err ride.
