GTA V especially when considering the size of the world. Witcher 3 is an absolutely amazing game but there's just something about the color saturation that turns me off when considering best graphics.

This is all without mods. If were talking mods I wouldn't even know where to start on best looking game.

Crysis 3 (Never liked 2 and 3 very much TBH)
Halo 2 Anniversary (seriously, the campaign looks great! WTF Halo 5?)
Arma 3
Rainbow Six Siege (but not everywhere)
Metro 2033: Redux
Metro 2034/Last Light: Redux
GTA V's FPS view (after FoV fix)
GTA IV FPS mod + ENB

Relatively recent FPS games that I used to find graphically cutting edge:

Far Cry (Was in complete awe from start to finish)
Crysis (Far Cry experience 2.0)
Crysis Warhead
Prey
F.E.A.R.
ARMA 2
Gears of War

FPS probably Crysis 3 or Ryse, but both games suck.

However for overall game I'd go for Witcher 3 or GTA 5. Witcher 3: Blood and Wine looks amazing.

Doom is the best game in terms of graphics for me. I would also suggest you to have a look at Metro Exodus and Crysis 3.

Subnautica looks exactly the same today as it did five years ago.
And its still great.
Subnautica Below Zero looks good too.

Far Cry 2 is still amazing in the immersiveness of the graphics and environment; get a good sweetFX/reshade and it still looks fantastic.

RPG's typically dispay beautiful scenery more so than FPS's. However, I think Cyberpunk 2077 may take the crown. OK, call me crazy, but even though not a modern game, my vote goes to Painkiller Black for the variety of levels, intricate art work for the many levels...Train station, The Palace, to name just 2...maybe no 2020 advanced graphics, but beautiful art work nonetheless.
