The phrase "It's like Déjà Vu all over again"

Is it purposely facetious? Wouldn't just saying "Déjà Vu" imply that something you've seen before is happening or has happened (if you were explaining it to someone) "all over again"? Or am I just missing something? Enlighten me, someone!

I've recently been diagnosed with "Deja Vu Alzheimer's disease".
I think I remember forgetting that before.
