Drugs being illegal simply creates demand for them. All the war on drugs does is control the price - its done nothing to stop the supply or consumption of them. It gives organized crime something to profit from, and the sheer illegality drives up the use of drugs. Do you know that marijuana use in the Netherlands is lower than in America, per capita? Legalizing drugs takes away a lot of the "coolness" I think.

You are right in a way, but that is because what you are writing is the same i have been writing al along. let me explain, please...

Marijuana should be decriminalized and sort of legalized. In the Netherlands it is legalized but it is not promoted and is also forbidden to actively promote . It is tightly controlled on quality. Furthermore for a large part of users it is not addictive. For a small group of people it is, and there (psychological) research must and is already being done to find out what is the cause. More steps are taken as to also not promote alcohol. You can buy it, but in the Netherlands it is made very aware that it is very bad for your health if you consume a lot. Alcohol is the same, for a while there is to much promotion and more people are aware that all this glorification of alcohol is not a good thing. And there lies the difference. Do not glorify alcohol or marijuana. And that is the difference...
In the Netherlands the alcohol company cannot sue anybody who says alcohol is bad for the health.
In the Netherlands the tobacco company cannot sue anybody who says tobacco is bad for the health.
In the Netherlands the marijuana growth community cannot sue anybody who says marijuana is bad for the health. And that is where the difference exists. Try doing that in the US in past en recent times. I may be over exaggerating a bit on part of the US, but i think you understand what i try to explain.

What is the best scenario based on addictiveness, withdrawal, health concerns, amounts used.

Alcohol and marijuana legalized. Tobacco is available but is very expensive due to it's addictive nature. It is available only because of the legacy users.

These products must never be legalized for consumer use. Can be used in medical research, but must not be sold:

LSD , cocaine, heroine, opium, morphine, amphetamine, methamphetamine, MDMA.
I am sure there exist more but this is what i can remember at the moment.

Now, morphine and cocaine are used in some medical treatments (eye surgery is mentioned in the documentaries). But must not be legalized ever as a consumer product.

If you do it this way, your war on drugs can focus on the :
LSD , cocaine, heroine, opium, morphine, amphetamine, methamphetamine, MDMA. But it does not stop there, you have to ask yourself why all these people want to smoke or drink. Everybody knows it is unhealthy, yet some people do so. That is the question people should be asking. Why do these people want to use in the first place. It will take some changes in your country but you will have a lot less to worry about. You have to look at your culture. You must see it as prevention. Not a restriction.

Your constitution is a good thing, but it has one weakness. It protects everybody. The innocent and the criminals. If that may be the expensive suit criminals or some mob.

What are you talking about? Your response makes little to no sense to what I asked you. You made the claim the illegal trade would make something stronger to appeal to the masses and keep them from buying the legal stuff. I asked can I buy more powerful beer from the black market and your response is to show me all the varities of beer one can buy from the private legal market?!?!?!?!?

It is an example. Since alcohol is not illegal, i extrapolated the example of the legal market for alcohol. Another difference is with for example between an addictive stimulant as for example cocaine and stronger alcohol is that alcohol when to powerful will just damage your digestive system the moment you drink it. While the examples cocaine snorting >> cocaine smoking(crack or freebase) are pretty obvious. Meaning the effect is stronger and the craving stronger (altough that all depends on the person but generally speaking it is the case) .
