No, what it means that Congress slaughters bills by packing them with so much other crap and pork for their own districts that it comes out completely different form, almost always less than useless. That includes what the President's own party does to it.

Huge stretch since you could say that about any bill. Republicans are only pretending to be concerned about jobs otherwise they would favor ending those breaks. Prez needs to call them on this quickly.
