The term "balls out" came from when people would remove those weights from an engine for races and the engine would run at full throttle all the time. "Brass balls" came from the fact that brass was lighter than iron and consequently would make the engine run faster.
Those are called flyweight govenors. 😛

 
Eli: either that or "governer balls". One some engines they were actual balls, not cast weights as are shown in that picture.
