Everything is rooted.
Locked bootloaders are something else entirely.
Thought I'm not too sure what the worry is these days. Even before the GS3 got a leaked unsecure bootloader, kexcec was pretty mature and worked well.
Rooting will allow sideloading and such. The challenge is installing different kernels.Should rooting allow installation of play.google, gmaps, etc.,or is unlock required ?

Probably the 8.9 HD too. Dang. :-( Solves and Nexus 7 vs Fire discussion though, Nexus wins by default.
