Rattle and Hum was their last good one. It's hard to say which was their best. The Unforgettable Fire was very good also. I'd say it's a toss up between UF and JT.
I would have agreed with you up until 2 years ago, then All That You Can't Leave Behind came out. While not quite as great as their older stuff, it comes dang close. They've dropped a lot of the pretentious electronica that was so present on Pop and Zooropa.
