The ideal video card for an 23-25" inch monitor?

Hey guys,

I'm pretty new with all this build your own computer stuff, and recently started looking into video cards.
I actually had a couple questions that maybe you guys can help me with?
I currently have the ASUS m4A89 pro/usb 3 and the amd x6 1075t.
I plan on playing just basic games like sims 3 or warcraft and sometimes battlefield/call of duty.

i look to spend around 60-150 on the card and would prefer ati over nvidia.

1. Would an ATI/AMD video card (over nvidia) on an AMD motherboard benefit at all?
2. What would the ideal video card be if I wanted to run it on a 23-25" monitor and occasionally hook it up to my tv?
3. Would a 600w PS be enough?
4. What is a good video card brand?

Get this pre-overclocked PNY card for 129$ AR.

If you must have ATI this 6850 for 139$AR will also be ok and the same performance as the factory overclocked gtx460 above..
