Government has been running sewage systems for over 100 years, including testing the water. Now all of a sudden, we are supposed to freak out about government intrusion on sewage systems.

Republicans are such as easy mark.

In reality, this should be held up as an American success story. In America where you can have a crazy idea, go try, and create a massive innovation the whole world copies.
 
As a hydrogeologist, I can tell you that we’ve been tracking pharmaceuticals in groundwater for at least twenty five years. They are excellent tracers for determining the rate and direction of groundwater flow. As far as viruses are concerned, I did my dissertation on the transport of small pox (using bateriophage proxies) in groundwater back in the early 90s.
 
Well I'm not a hydrogeologist. I just play one on TV. Even I know more data is a good thing. That and outhouses suck.

Amazing when all of these rock-dwelling conservatives start learning about all of the incredibly useful and entirely harmless science that has been going on around them for decades and decades, they suddenly freak out and think some just-invented freedom is being threatened.

Modern society has no real place for conservatives.
