Yes, that's Geneviève Bujold:
In 1994 Bujold was chosen to play Captain Janeway, lead character in the ensemble cast of the American television series Star Trek: Voyager. However, she dropped out after filming just a few scenes of the first episode, citing the lengthy work schedule for a TV series and her unwillingness to do news interviews. The producers subsequently hired TV veteran Kate Mulgrew for the role.

I liked Mulgrew as Janeway. She is fantastic in Orange is the New Black as well.

She was already about 52 at that time, Kate Mulgrew was about 38/39.

That woman is ice cold. I can only imagine how painful watching some of the banter scenes with Chakotay would have been had she not quit.

Janeway was a good captain. It was particularly amusing when she laughed evilly. :p

The thing I didn't like about Janeway was her constant hypocrisy... Reinforced by the way the show ended as well, Janeway had no shame.

Although that is the writers fault I suppose.

I wonder how this actress would have done... She seems like she could pull of menacing/authoritive dialog pretty well if she could speak up. The accent is intriguing.

Jeri Ryan would have been 26 at the time. Even if they had cast her at-age, that would make her as young as NuKirk as far as captain ages go.

Once they gave Janeway some balls, I think it was the end of s02, then she got my respect.

This X1000. Mulgrew is inexorably better by a landslide, and actually believable as a captain. Bujold is awful.

Also, Mulgrew kicks ass in OITNB as Red, adds a lot of character to that cast.

I know, half the Voyager episodes seemed to be, shuttle crashes, they can't do anything because of the prime directive, then Janeway comes up with an excuse to violate the prime directive.

Picard was pretty cold to Riker in Encounter of Far Point. Hell, that show took a few seasons just to figure out what it wanted to be. dr.Phlox was batshit crazy in the Enterprise pilot before he had more episodes to mellow and hit his stride.

Eh, could possibly have dodged a bullet. But one scene of the pilot episode really isn't enough to gauge how 7 seasons would have panned out.

Judging from the replies I'm not sure how many people realize Bujold was a big time movie star compared to Mulgrews small time tv actress at the time. Bagging Bujold for Voyager was some kind of coup. Apparently they were so thrilled to have such a serious actress take the part no one stopped to ask themselves whether she was right for it.

I was never much of a fan of Voyager as a series. Janeway seemed to be well cast, it was the rest of the crew that I tended to dislike. So much focus on individuality in that series, I think they mentioned it a good 20 times an episode.

As a whole I thought DS9 was the most underrated series. Very strong cast, and was creatively different than the trek's prior as it was based on a base rather than a ship. The war with the Dominion was fantastic. Sisko was really a stellar captain.

Based on that scene, she didn't seem to have any personality in her speech. Someone should have done a split screen side by side of the scenes with each actress.
