I was in a band for many years and to me this looks a LOT like someone writing a song. I have seen scribblings eerily similar to this scrawled across whiteboards in jam rooms and I have made my own notes which bear remarkable resemblance to this. Makes sense he would do that in his own personal crypto as well. Look at the original scans in the link above. The first document looks like hes working on the chorus. The first set of parenthesis could be the name of the songs. Then there is about 5 lines of cipher which all have similar endings because they rhyme. The cipher in the parenthesis after that could be possible alternatives to the last line of the chorus.

In the second note, it looks like hes got it going chorus - verse - chorus - verse - then some letters and numbers separated by dashes which could indicate some kind of song structure ie: how many times to repeat before the outro. (oddly the last word of the note is xdlrx which would fit with outro)

was this guy in a band? did he want to be? did he record anything? musician friends? Tell me what you guys think, could I be right? or am I out of my mind.

being the FBI failed at this I am wondering if it's indeed possible that this is based on a foreign language.

Also to another poster, note one ends in a ) not a 7.

I doubt its based on a foreign language. He has been doing this since he was a kid. Likely it started a simple cipher and has evolved into its own language with its own grammar, syntax and spelling. It is likely to be unsolvable with math alone. More context would be required and a lot of luck.

Oddly, I am wondering why such a big FBI case (and why the FBI is involved) has no original story available anywhere. almost all the google hits are about the codes.

To others that wonder why someone would leave something "so complicated in their pockets to find", chances are these weren't suicide notes and the victim wasn't leaving them as such.

I think this was more of his journal. Although I haven't been able to confirm it, I suspect he may have been mildly autistic.

From the comments on the page. This dude looks like he's on the right track:

Start with the obvious, which is to check the "key" at the end.

The time key is at the bottom of page 2 (which was written first and as a log of medications: this is critical for bipolars to get their meds exactly right, which takes years of variation and must be coded, since doctors require that bipolars stay closeted due to publicty regarding violent crimes) weekday triggers indicate a work trigger, month patterns indicate seasonal disorder usually starting in the 4th qtr as indicated here. Years indicate home environment. Times of day for meds indicate sleeplessness or need for a stimulant in the morning which is common in early years.

Bottom of page 2:

D-W-M-Y M,D,L = Day weekday month year: morning day or latenight
These are time designations that are critical to get your meds right with bipolar and are coded for privacy

since the idea is to get this looked at by 'fresh eyes', releasing their work would be counter productive!

Not necessarily. I can look at somebody else's work and find mistakes or come up with new ideas from it.

I figured out what the victim was trying to say. You know how the notes section has 99.84.5. Well based on a website, the NCBE of the World started an organization in 1984-5. Coincidence?

A key question might be why is there such a large amount of repetition? what sort of data or cipher would lead to that?

possible answers:
repetitive data with a fixed cipher
single letters being represented by a group of letters
groups of letters being used as markup to deliminate the actual data
cipher text being obfuscated with ignorable sequences

...and I'm sure there are more!
Yes it could be that or the message is cripted whit a keyword ...

Another unusual thing are the digits and the way are spread. I'm not quite sure. But keep going "every code has a crack".
