Do you see any issue with countries applying the rules differently?
I doubt it would be any different than all the laws coming from EU.

Regarding twitch, wouldn't the game developers be interested in supporting streaming, and simply allow the usage of in game footage on the platform?
But it will be interesting to see how it all will be implemented and which effect it will have. For me personally I doubt it will change much.
But Twitch will be liable for ALL the content their users do not get licenses for. And how will they know if the user is adhering to the terms of the license? Someone out there will make an indie game, a user will stream it, Twitch will be sued for it and lose in a European court. The ramifications of this certainty are not to be underestimated.
I don't think it's going to be normal if the EU can't watch esports... I think they'll have to find a better solution for sure or maybe make a separate platform just for esports. But twitch is also a big brand so they could definitely reach out to devs and work something out. Big streamers tooI agree, twitch for sure is going to just ban EU IP's and carry on as normal IMO.
