jesus man. that's crazy. this isn't just a computer problem, your whole place must be excessively dusty all the time. Can you ask them to filter it on there end? *laugh*. perhaps get a neighborhood petetion. i obviously don't know a thing about papermills tho.
 
The air quality in many homes is so bad as to be a health hazard. I have a Puron heating/cooling system with hepa-filtration, UV, and ionization, a hepa vac, and several room air cleaners to help ensure my child doesn't have to deal with issues like mold spores, dust mite allergies, ect.

Subsequently, my dust problem with my PCs doesn't get out of hand, plus I have filters on my primary boxen. I do take them to the drive way, put them on an old blanket, and hit them with my leaf blower as a way of further removing dust from my home and systems.
 
Both. One of the best things to do is fabricate a box (even duct tape can do the job) with a filter for the intake fan(s). Posittive pressure and coming in from a filter = winner. Dust will still be a problem (I have a cat, and there's just no way around it), but significantly less of one.

Somehow the image of a guy in the drive way with a leaf blower pointed at his computer is hilarious. But hey, I'm all for it. I'm sure it works well. 🙂
