Because while I've seen references that appear to indicate this, I've also seen it described as having a 20 pin main power connector such as at the Enermax site: http://www.maxpoint.com/products/pow_supp/spec_pg/whisper2/
It has to be an atx 2.x compliant ps in order for it to come with a standard 24 pin connector. Some companies are including a 20-24 pin adaptor with their ps's. I personally am using the enermax 600w noisetaker and the rails are solid. I started using enermax ps's in my machines after some bad experiences with antec. I installed a 485w noisetaker into my oldest sons machine and my youngest son has an older atx 1.3 compliant enermax 550w ps. For me enermax has been an excellent performer. I'd rather spend a few extra bucks powering my systems right instead of buying a cheap ps and taking my chances of it surging and taking everything out.
