They mentioned something about a shift in the Bush Administration's policy, and then showed Bush giving some guy a medal. Who was that guy? Apparently most of the studio audience knew.
 
I'll go out on a limb and guess(haven't seen the episode yet) someone who didn't earn it. That's too easy a guess though, given Bush's track record of handing out medals.
 
I think it was George Tenet (former director of CIA).

He's Mr. "Slam Duck"... basically they blamed all the faulty info about 9/11 on him and the CIA.
