Maybe domestic issues. God knows someone has to worry about them still.
 
What remains unclear is whether Halliburton took itself out of the running for the contract, was asked by the Bush administration to do so or whether its bid was simply not deemed competitive. USAID?s Beans would not elaborate on why Halliburton did not make it onto the finalists? list, but he suggested that Halliburton chose to play a subcontracting role.
"CHOSE to play...", not lost or removed itself from the bidding altogether.

So they're not totally in charge, just waiting for orders.

Maybe Boots -n- Coots.....
Or the Famous Red Adair..... might have some people who know what to do.... He sold his company to them. He's retired but he's trained a lot of people.
Then there isWild Well Control... They seem like they have a handle on it.
Or there is On Site Safety.... They look like they know which end to hold onto.....
