As a parent, I have a few things that come to mind.
#1. Some kids are lazy and don't do anything you say unless you force them (this is more of an issue with parenting than anything) To pull them away from TV or video games, it may take more guidance than just asking.
#2. Conversely, routines are sometimes hard to break. Bath time, meals, and bed time are all going to vary from household to household. It's not weird to the parties involved if it's a routine and you just go through the motions. For us, baths are usually taken by the kids every night between 6:30pm-7:30pm. It may just be easier for them to mark it off the list the same way every day.
#3. Finally...I really miss giving my kids a bath...sort of. They're 6 and 8 years old and it's tough when you realize they don't need or want your help anymore. At the same time, it's nice to yell, "GET IN THE TUB!", and see them run for the water so I can go back to drinking scotch and watching TV.
11 is definitely pushing it, but who knows. Some kids don't act or look their age.
