I recently learned that an in-law is still giving baths to her 11 year old daughter. I don't have kids but that seems like really old to still be doing that

People are weird. Way to old to have to have an adult bath her. Is the daughter having some sort of developmental issues?

Yes, barring any unexplained circumstances, that is peculiar to say the least.

As a parent, I have a few things that come to mind.
#1. Some kids are lazy and don't do anything you say unless you force them (this is more of an issue with parenting than anything) To pull them away from TV or video games, it may take more guidance than just asking.
#2. Conversely, routines are sometimes hard to break. Bath time, meals, and bed time are all going to vary from household to household. It's not weird to the parties involved if it's a routine and you just go through the motions. For us, baths are usually taken by the kids every night between 6:30pm-7:30pm. It may just be easier for them to mark it off the list the same way every day.
#3. Finally...I really miss giving my kids a bath...sort of. They're 6 and 8 years old and it's tough when you realize they don't need or want your help anymore. At the same time, it's nice to yell, "GET IN THE TUB!", and see them run for the water so I can go back to drinking scotch and watching TV.

11 is definitely pushing it, but who knows. Some kids don't act or look their age.

I saw a thing on the news once.
30 year old mom was still breast feeding her 8 year old, and 6 year old.
Whats worse is on the surface they all seemed like normal people.

One of our neighbors in CA breast fed her son past his 5th birthday. The kid was weird as fuck about it. He'd grab her tit in public like it was his personal beverage tap.
Reminds me of some random sitcom that I saw on that subject. Characters of a show were somewhere in public and a kid that looked to be 10+ years old said, "Mommy, I'm hungry." His mom unbuttoned her shirt, pulled a boob out and said, "Here you go baby"

The characters of the show were telling someone else the story that suggested, "Maybe he just looked old for his age..." Then they said, "After he was done, he said, "Hey mom, can you lay off the Mexican food?"

That's way too old but I also wonder if the child has some kind of developmental issue OP is unaware of. That's the only reason I can think of why they would continue to bathe the child.

We know them well enough to know there are no developmental issues and it's not the only sign of encouraging unhealthy levels of attachment IMO

i've heard rich people sometimes have a servant basically give them a bath throughout their life

read it in some article about what goes on in the penthouse suites of some extremely fancy new york city hotel

some woman basically expected the same from her roomkeeper/butler that she did from her servant

I would totally feel OK about giving baths to rich, non-pointy elbowed women.

I had a niece and nephew that would takes baths together until they were 12-13. Was kind of cringeworthy back then because we would pick them up and they would start chattering about how she was getting "hair down there" and growing boobs. Some families are weird.

At around that age I remember taking ~45 minute baths. I can imagine that would drive some parents bonkers (not mine though IIRC).

I agree with you, some mothers love their kids too much and breastfeed them till school. The composition of breast food is good, but there are also very nice baby formulas. But I also have my doubts about the breastfeeding in general. I fed my kid with baby food after surgery. He recovered very quickly and even gained weight. But I used 15 holle goat stage 1 organic. I'm not sure about the other kinds of formulas. But you can try, it's a baby, it should eat qualitative food full of vitamins. If it does not fit, then take the holle milk formula, I am sure of it! I hope I helped you with my advice.
