There's more than enough space in the brains for a tiny chip. Some people have had tumors the size of eggs in their brains without them or anyone else noticing it.

ofcourse a theocracy is worse than a democracy. from divine monarchs or the iranian revolutionary council, power was concentrated in the paws of people who thought there divinly inpsired dictates were inalienable and not open to electoral inspection. economic egalatarianism was never a reality in any communist regime.

your premises about human nature are off, one-dimensional, and reductionist. there isn't
an innate overriding hunger for freedom unless you count severely troubled criminals. and not
all citizens of the polity are deranged criminals. unless ofcourse that was your original basis for proposing implants in fetuses.

most people are more than content to abide by norms of common law. there will always be a segment - always a minority if you are speaking of the criminal class - who take more freedom and liberties than the law allots them. we have enough laws. some of which are not enforced for reasons too delirious to fathom.

If a system such as proposed herein is ever realized, I'm sure it will be in the name of identity fraud suppression. Freedom is always abridged in the name of security, legitimate or otherwise.

Personally, I am not in favor of government registration, whether you're talking about vehicles, weapons, or myself. The people registered are never the benefactors of registration.

the number of combination is (10 digits + 26 letters = 36 posible charactrers) so the number of combinations would be 36^14 = 614,094,221,446,481,597,216. A lot of combinations. i think this would kinda of a cool idea, there are alot of potential good things youc ould do with a personal id but i wouldnt want it tattoed, they should just put a smal chip under your skin or something so you cant see it. Could you imagine never having to carry around a wallet or a passport or a driverslicense. You login into your computer with a wave of your hand and you carry around your address book, your finances, your appoiuntment schedule all in a tiny little chip underneath the skin of your hand. hell i would do that.
