The Bottom of this floppy drive is missing...

It's normal for the electronics to be exposed if it's just a circuit board or something. Post a picture if you want to be sure.
 
Judging by newegg's piccy the bottom is exposed since the case only wraps around the edges. Maybe the screw holes are for certain mounting brackets.

As for shoddy packing (or lack thereof)... not exactly a shocker. At least it's only a $7 item... oh wait, newegg prices shipping like a bad ebay seller so its actually a $13 item regardless of the three other items... anyway, at least it's not a $120 HDD with a bit of bubble wrap which manufacturers wouldn't even accept for a broken drive let alone a new one. :roll:
 
Yeah the bottom is almost always exposed for cooling. The bottom of floppy drives have always had mounting holes just like HDDs but they are seldom used.

Interesting because a floppy drive that came with a Computer made by HP had a bottom
