I don't disagree, but in many areas the "exchange" part is ignored, and we end up with used needles all over the place. The local park had to be shut down when kids started getting poked by used needles in the sand play area. The city had to have a hazmat crew come in and remove all the sand. I think they replaced it with rubber mats.
I don't mind if people want to poison themselves with drugs. I think it's sad, but it's their choice. I also don't mind establishing a place for them to do it, but it should be a defined location that's easy to clean up and away from those of us that don't want to poison ourselves with drugs.
