But you may also consider Mazda 6. They have plenty of low millage 07s and 08s in my area within the similar price range (on autotrader). Stick shifts however are harder to find.

WTF? Where do you live that a 99 Rav4 goes for 9k average? The PPV at KBB is $5500 range for a 99 with a lot of options at 80k.
Also I hope your wife has driven a Rav4. They are slow as hell. When me and my wife had a Rav4 we had to turn the AC off to get it really moving in the summer, esp if there were more then 2 people in it and/or supplies.
