You can probably buy it used very inexpensively at your local Gamestop for the PS2. It takes some time to get used to the parry system, but its a nice defensive measure.

It can be emulated on PC...
 
I like the rainbow editions of SF2 where you could shoot fire balls constantly and also make them go extremely slow to the point where you could walk in front of them and behind them. Also it would allow you to jump up into the air ridiculously high and fight up above.

I played alot of alpha 3 and loved it, but SF2 is probably the best in terms of balance and longevity. I really need to start playing SF3:third strike - the concept of parrying is awesome
