I think it's the Guess Who came first. They released their first song in 1962, while The Who started using that name in 1964. The who used to be called 'Detours' until they found another band with the exact same name. http://www.thewho.net/history/

They were pretty much contemporaries. There was some confusion amonst the non band fans, if you catch my drift, even at the time. Initilaly, The Who was better known for smashing instruments then their music.
