The application failed to initialize...error in XP

When I try to run a shortcut to a photo/fax program in a limited account I get a pop-up window that reads: "The application failed to initialize properly (0xc0000142). Click on OK to terminate the application." I'm guessing its a permission thing, but I can't find out where to set the permission. 🙁 I tried the permissions for the shortcut's target folder with no luck. DAMN XP!!!
 
well, this is the first time I have used an NT based Windows and I am not too familiar with all of these permissions and policies. i actually fixed this problem though 😉 .
