I host a CS server for free using the extra cpu cycles and bandwidth on my server. It would be nice if the regulars donated, but I don't see that happening. Also, those pings in the web admin are definitely wrong. In-game I ping myself as 130 or so, but on the web admin it's showing me as having a 30 ping, which I've never had in my life.
I've setup a test server, just to see how it effects the server and if it can handle two games on it. It's defaulted to stay on Onslaught:
69.41.245.114 (hosted on the same network as OP, so pings should be the same... good or bad.)

I think that is an excellent incentive and a great bargain.
Although I would charge $2/mo and increase it to 50MB/500MB.
Create a special subdomain on your web site listing all the perks (resources, email, FTP, PHP, MySQL, cPanel demo, webmail, etc.) and a link to your Paypal address. Hopefully you have a personal (non-cc) Paypal account because those Paypal fees can really suck on such a small amount.

Actually I don't. Guess I will go and make one right now as I believe paypal allows you to have a business and a pesonal account.
