Intel's "Z" boards, ever since they locked OCing with Sandy Bridge to the "K" CPUs, always allowed unlocking the memory multipliers / dividers, even on non-K CPUs. At least, that's how it's always been. Maybe things will be different with Kaby Lake?

Depends what you mean by "budget." While personally I think that a ~$600 "glass cannon" PC (H110 board, minimal accessories, and an i5 or i7 CPU) is the best value for most non-gaming consumers, there's definitely a "sub-value" segment for consumers in need of <$300 PCs. A 6700 is a nonstarter there.
