I've never heard of an amber alert being on TV, I thought those screeches were tests of the Emergency Broadcast System.

Hmm seems these Alerts piggyback the Emergency Alert System, but it's more likely to be a scroll on the bottom of the screen.

By chance are there any volunteer fire departments in your area? Sirens like that are often used to alert volunteer firefighters that there's a fire somewhere and they're needed (in addition to the radios/pagers that they may have).

The station is required to send that out at a specific level. It's used to trigger other stations down the chain, not deafen you.

In my area we have a loud siren that goes off whenever there's a fire so the volunteer firefighters know they're supposed to go to the station. They also carry radios though, so I'm not sure why they need the sirens.
