That rubber charger cover on Samsung cellphones

Are you just supposed to rip it off? I opened it to charge it and now I cant seem to get it to stay put. Are you supposed to remove it completely?

Pulled it off and kept putting it back in the for the first few months. At some point I lost it and I haven't cared to do anything about it
