They wanted people to spend the money.
 
Probably because it takes less time and people rather want to get money back than have to pay less.

It was a democratic plan for the early rebates, but as events transpired it actually worked out rather well. It injected more money into the economy at a time when it needed it the most.

Imagine my surprise, the democrats got something right for the wrong reasons.
