In that case what you need to do is state your intention to buy 270. Generally you will sign a document committing to buy that quantity in a specific period of time. Then you would receive the pricing that you would get for buying 270 at one shot, but your individual orders would be smaller.
Just don't expect too much, 270 isn't that many. I've bought 250 and I'm still paying list price. There are educational institutions buying them by the tens of thousands.

Already did. Our Apple rep knew we'd be buying 270 and said the only discount we'd get is what's shown on the education pricing list.
No doubt. I wouldn't be surprised if they received nothing more than $20 off per unit on packs of 10, too.

Have you read this yet? They rolled out 1:1 iPads for K-12 as well and this guy will occasionally post updates as to the effects.

Well, just a quick glance on biz.tigerdirect.com allows me to buy one (1) GalaxyTab 10.1 16GB new for $449. I'd have to talk to my rep for a quote on 270 of them.
I can also get competing quotes from multiple vendors. Can't do that with Apple.

I'm not saying what Apple is doing is right and good, but I am saying "it is what it is", and your reputation will take a hit in a year, defending the low sales volume, orphaned devices you recommended they purchase.

CDW sells ipad 2's. this is something with the contract your district or state signed. i remember in the 1990's uncle sam used to sign these where it had a list of every item allowed to be bought

The iPad is the best device for the elementary students, but it (or any other tablet) isn't necessarily the best for middle and high school students. The decision on what device is best for them has not been made yet... and will depend on what the middle and high school teachers want to use 1:1 for, weighed against the concerns I have with any particular device.

You obviously don't see BB recommended for school, so more or less, it's a different situation altogether. It's business vs school, in other words.
I usually applaud what Apple does, but in this case, there is just no excuse for it. They simply are too firm on their price. For a product touted to be among the best tech for education (and arguably, it is), they aren't really making it easier for educators to obtain it.
apple doesn't sound as bad as some of the other vendors i've had to deal with. at least the price is the same and doesn't depend on the age of the person using it. like some software is priced depending on the hardware/OS you are running it on

It's quite different in education. It's been my experience that Apple is the least flexible, the highest priced, and the most restrictive.
heaven forbid they protect their profit margins that are the envy of all other PC and CE companies.
Simply put, Apple is consumer-centric and although they're seen as successful in K-12, that's really a reputation earned in the last millenium. They arguably stink equally at selling to the enterprise and (non-consumer) educational markets.
What level of relationship does CDW gov have with Apple? Are you positive that no other major Apple authorized reseller can service your purchase order? Apple offers the iPad to its resellers with restrictions to prevent resale/export. Unfortunately you're just not going to see bid pricing with any substantial discount.
If it truly bothers the OP so much, write a professional email to Tim Cook.

Restrictions to prevent resale/export? This isn't some fly-by-night, mom-and-pop operation... it's CDW. It's also not just iPads... it's just about everything with the Apple logo on it.
The financial risks that major vendors like CDW would face if they ever violated Apple's restrictions makes it very much in retailers' interests to avoid such violations.
Our superintendent has, actually, drafted and sent such a communiqué.

On the whole, I'm both disappointed and completely not surprised to see the relative lack of criticism of Apple's actions in this matter on this forum. I'd like to think that, even though their products can arguably be worthy of high praise, such high praise would not be the automatic response to their business practices as a company... but, as I suspected, people who fanatically buy and sing the glory of Apple's products are, more often than not, just as fanatically devoted to defending everything else about the company.
Thanks to the relative few who draw and highlight the distinction between the product and the company; if only there were more of you. Everyone else automatically assumes I'm full of it, making some sort of mistake or oversight, or otherwise wrong... while simultaneously assuming there's nothing at all wrong or stupid with Apple's pricing and retailer rules.
It's very telling, to be sure. Certainly, the devotees of other tech companies have their version of the blind praise that has been expressed in this thread, but that doesn't make blind praise in general a good thing or a right thing.
