TF2 noob question

I just started playing TF2 a few weeks ago and I've searched high and low for an answer to this question. It looks like I've got my spray working as of last night, but I can't figure out how to get an image next to my name when I bring up the scoreboard. I don't even know what that's called...an avatar? I thought configuring my spray might fix it but it didn't.

Go to the Steam community site: <a target=_blank class=ftalternatingbarlinklarge href="https://steamcommunity.com/">https://steamcommunity.com/</a>

Once you login go to: 'Visit my control panel'

Then you should see a small link to something that says: 'Edit my SteamID page'

Click on that and you will see the 'avatar' area where you can upload your pic.
