The Orange Box description says it comes with one. Where would I obtain it?

I have a Source SDK in my Tools area in Steam. Is that what I need?

It's a lot more complicated than drag and drop but after playing around with it for a couple days you should be able to create a really crappy looking but functional map
 
Source SDK was amazing. I made some pretty sweet levels for css back in the day. I even used it for floor plans and to make 3d models of stuff before I made it out of wood. It takes a bit to get used to but once you get it down its just like most of the other 3d design programs out there.
